The Office of Science and Technology (OST) of the OAS implemented a Project in Hemispheric Cooperation in the Development of Science and Technology Policy , approved by the Member States of the OAS in the Special Meeting of the Inter-American Committee on Science and Technology (COMCYT) held in Lima, Peru from May 5-9, 2003. 

This project was executed through specialized workshops witch main objective was to generate science and technology policies and strategies for the Americas in the priority areas defined by the COMCYT. The policies and recommendations that resulted from this Project provided a substantive agenda for the next Meeting of Ministers and High Authorities  in Science and Technology within the frame of CIDI to be held in Lima, Peru  on November 11-12, 2004

COMCYT is a Committee within the Inter-American Council for Integral Development (CIDI) of the OAS, and its delegates are the High Officials of the National Councils of Science and Technology (ONCYT's) from all OAS Member States or their representatives.  The Office of Science and Technology functions as the COMCYT's Technical Secretariat.

The Hemispheric Project had five components or workshop:

• Science, Technology and Innovation to Increase Competitiveness in the Productive Sector; held in Buenos Aires, Argentina; November 17-19 2003

• Scientific and Technological Development in the Americas, held in Quito, Ecuador; December 10 - 12, 2004.

• Popularization of Science, took place in Rio de Janeiro, Brazil; February 02 -05, 2004.

• Science and Technology for Social Development; took place in Kingston, Jamaica; March 03 -0 5, 2004.

• Consolidation of Hemispheric Policies in Science and Technology,  held in OAS Headquarters in Washington D.C. on April 14, 2004 .
