    1.   Place and date of the meeting

    The First Meeting of Ministers and High Authorities on Science and Technology within the Framework of CIDI was held on November 11 and 12, 2004, in the city of Lima, Peru. All sessions were held in the Bolívar Room at the headquarters of the Andean Community of Nations (CAN), Paseo de la República 3895, San Isidro, Lima, Peru.
    The inaugural session was held on Thursday, November 11, at 10:30 a.m., in the Bolívar Room. Buses departed from the Swissotel and the Sonesta at 9:00 a.m. to carry delegates to the site of the inaugural session.

    3.   Hotels

    The Government of Peru has made a preliminary reservation for delegations at the hotels suggested below.  Room reservations will be made directly with the hotel.

    Room reservations will be made strictly in the order of receipt of requests, and according to the information provided therein.  The hotel bill will be paid directly by each participant at the end of the meeting.

    Confirmed reservations require a valid credit card number. To facilitate this procedure, a hotel reservation form is attached (Appendix I).

     

    In view of the high demand for hotel rooms in the city of Lima in November, participants are advised to make their reservations as early as possible, directly with the hotel.

     

    All room reservations, without exception, must be confirmed before October 1, 2004.  After that date, the initial block of reservations will be released and the National Coordinating Office will assume no responsibility for reservations made at the designated hotels.  Cancellation of reservations after that date will be subject to the current rules and practices of the international hotel industry.

     

    4.   Flights

     

    It is recommended that delegates make their round-trip flight reservations as early as possible, directly with the airlines or through their travel agencies.

     

    5.   Peruvian entry and exit requirements   

     

    Peru has agreements with most countries to eliminate the entry visa requirement; in those cases, only a valid passport must be presented.  Participants requiring an entry visa should apply at the Peruvian Embassy or Consulate in their countries.  A list of countries whose nationals do not need entry visas is attached (Appendix III).

     

    The exit tax for all participants is US$28.50.

     

    6.   Reception at the airport

     

    The Government of Peru will have staff ready to meet all participants. It is important that the delegates include complete flight information on their hotel reservation forms, which should be sent to the National Coordinating Office no later than October 1, 2004.

     

    There will also be transportation from the airport to the hotels listed in this bulletin for participants.

     

    7.   Ground transportation

     

    The National Coordinating Office will provide transportation between the hotels listed in this bulletin and the meeting site, according to schedules that will be established, and to all protocolary events.

     

    If you wish to use public transportation, it is advisable to request a taxi by telephone from a taxi company or to use taxis authorized by the municipality (in Lima these are painted yellow and have an illuminated sign on the roof).

     

    Taxi meters are not used in Peru.  The passenger must negotiate the fare before entering the taxi.  Tips are not customary.  At airports, is it best to use taxis authorized by the airport authority.

     

    8.   Registration of participants

     

    The attached registration form (Appendix II) should be filled out and sent to the OAS no later than October 15, 2004, to facilitate registration.  Late registration will be conducted at the meeting site, beginning at 8:00 a.m. on November 10, 2004.  Delegates will receive an identification badge, which will be required, for security purposes, at all meeting events.  Delegations are requested to present their official credentials at the time of registration.

     

    Delegations, observers, and special guests are also requested to direct their letters of credentials and any other correspondence relating to the meeting to the following address:

    9.   Working documents and languages     

     

    Work sessions at the meeting will be conducted in the official languages of the Organization–English, French, Portuguese, and Spanish–and simultaneous interpretation will be provided in those languages.

     

    10. Communications

     

    The meeting site will be equipped for international telephone calls.  These may be placed collect or paid for directly at the special telephone booths set up for the event.

     

    11. Currency

     

    The official monetary unit is the nuevo sol, divided into 100 céntimos (cents).  It is issued in coins of 5, 10, 20, and 50 céntimos, in coins of 1, 2, or 5 nuevos soles, and in banknotes of 10, 20, 50, 100, and 200 nuevos soles.  The United States dollar is accepted by most businesses, restaurants, and service establishments at the daily exchange rate.  Most establishments accept major credit cards.

     

    It is advisable to change money at hotels, banks, or authorized exchange houses, which are open from 9:00 a.m. to 6:00 p.m.  On Saturdays, most banks are open only until noon.

     

    The nuevo sol/US$ exchange rate, approximately 3.45 to $1.00, is variable.

     

    12. Medical services

     

    The National Coordinating Office will make medical services available to participants during meeting hours.  An ambulance will also be available during meeting hours.

     

    13. Other services

     

    Both hotels, the Swissotel and the Sonesta, have money-exchange services, automatic tellers (ATMs), and travel offices.

     

    In addition to the computers made available to the delegates by the Government of Peru in the assigned area, the Government will also provide several Internet hookups for delegates who may wish to connect their own computers.  Technicians will be available to help delegates with their connections.

     

    14. Hours of operation

     

    Businesses are open continuously from 10:00 a.m. to 9:00 p.m., Monday through Saturday.  Large shopping centers are open seven days a week until 9:00 p.m.

     

    Banks are open Monday through Friday from 9:00 a.m. to 6:00 p.m.  On Saturday, they close at noon.

     

    Most government offices are working from 8:00 a.m. to 5:00 p.m., Monday through Friday.

     

    15.  Weather

     

    In November, the temperature is around 20 degrees C (68 degrees F).  Since this is a transitional period leading to summer, some days are hot and sunny, others are more moist and cloudy.  A sweater or light jacket is recommended.

     

    16. Electricity      

     

    The electrical standard is 220 volts AC, 60 cycles.

     

    17. Local time

     

    In November, the local time in Lima is the same as in Washington, D.C.

     

    18. Safety

     

    a.     Take normal precautions against pickpockets.

    b.     Carry a copy of your identification documents.  Keep the originals and items of value in the hotel safe.  Be sure to keep track of what you are depositing and to ascertain what responsibility is assumed by the establishment.

    c.     Carry objects of value discreetly.  Do not carry large sums of money.  Keep an eye on your bags and luggage.

    d.     Do not wear knapsacks or handbags on your back.

    e.     Do not exchange money on the street.

    f.      Do not walk in poorly lit areas.  Do not walk alone late at night.
