Productivity And Competitiveness Of Small Manufacturers
- Small manufacturers are critical to economic and national security and
their lagging performance reflects market imperfections.
- Diversity, geographic dispersion and complexity characterize the small
manufacturing marketplace.
- Studies and research show that small manufacturers lack information,
access and the resources to adopt the technical and business solutions
that can bring about dramatic increases in their business performance.
- Given the diversity and geographic dispersion of the small manufacturing
market place, the cost of selling services to small manufacturers is
raised significantly making it uneconomical over the long haul to
generate sustained private sector activity.

- The program is guided by four principals:
- Customer-focus – MEP products and services are selected by business
owners and managers not bureaucrats;
- Co-investment – the Federal investment is leveraged many times by state
investment, industry and by the direct investment of MEP’s client
firms;
- Collaboration – MEP has partnerships with over 3,100 service
organizations nationwide; and
- Continuous improvement – MEP’s impact, performance and efficiency has
grown each year without large increases in Federal dollars.
- Performance data, focusing on inputs, outputs, and outcomes are reported
on a program and center basis and used to measure and monitor program
and center performance
- Performance data is used to evaluate and adjust the program’s mix of
products and services.
- Centers, as required by the enabling legislation, are reviewed by an
external panel every two years
